Assignment Title: Permanent Technical Assistance to the National Directorate of Operations (DNOP) and Nation Fisheries Administration (ADNAP) in Monitoring, Control and Surveillance for Fisheries

The Government of Mozambique has received financing from the World Bank toward the cost of the Sustainable Rural Economy Program, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include: (i) development of the technical capacities of ADNAP (National Fisheries Administration) and DNOP (National Directorate of Operations), (ii) support and monitoring of ongoing or planned actions within the scope of MCS (Fisheries Monitoring, Control and Surveillance) and on the identification of other necessary initiatives; (iii) promoting synergies with other entities and/or ongoing activities at national, regional and International level, (iv) identifying and implementing policies related to the monitoring and surveillance strategy, providing continuous capacity building; and, (v) support the implementation of strategies and activities related to the Monitoring, Control and Surveillance of national and foreign fleets.
The estimated level of effort for the key staff is 88 Staff-Months over a period of 48 months and the expected start date of assignment is June 2022.

The Blue Economy Development Fund FP (ProAzul) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria include: (i) core business of the consulting firm, (ii) number of years in business, (iii) experience in the area of MCS, and (iv) work experience in similar conditions.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS (Quality and Cost Based Selection Method) set out in the Procurement Regulations.
